I have a UK learners licence (I live in Louth) - is it legal for me to drive in the Republic with this licence?

Learning permits/licences are only valid in the country of issue. You'll have to get an Irish provisional licence (AFAIK).

Yep, Koneko is right. Anything less than a Full Driving Licence is only recognised inside the country of issue.
