You must pay for your education. Pay so much in fact that only the elite can afford it (think, next time you're in Hodges Fidges or Easons check out the prices of medical texts...). Those lesser beings who are not of the wealthy class will become illiterate and ill-educated, thus they shall be forced to undertake menial tasks as careers and earn low wages.

wow. all very 1984.

I hope it doesn't actually work properly and the idea is abandonded.

Actually the main annoyance is... yes it is expensive to buy text books, but at the end of the year the person has the right to sell them or keep them. With the electronic books you loose the rights to own them at the end of collage.
