XP Home / ISDN Modem problem

I couldn't get this fixed, hoping somebody has seen something similar before.

Brand new Dell PC, Windows XP Home, USB/ISDN Modem.
It connects to the internet fine using IE but if you run Outlook Express while its connected, it goes through the looking up mail - download new messages bit, then when its finished it disconnects the call and brings up the 'Connect to the Internet' thingy.

This happens even if you're downloading or surfing on IE while OE is going through its start-up routine.

    Anyone seen this before ?
    Any suggestions ?

there is a setting in outlook to disconnect after sending and receiving , google for this option and it will sort the problem.
