ESAT CAP Website??

Hi, Does anybody know what the web site address is for the ESAT download\upload CAP information is? I was onto there Live help a few days ago and got it but can't remember where it is now :( but talking to them today they told me they dont provide it any more and it's up to ourselves to keep an eye on it. K.
