Government spends more on R&D, broadband

In the Department of Communications, headed by Minister Noel Dempsey, proposed funding has been increased by 8 percent to EUR503 million. The bulk of the new money will go for divisions within the department that handle matters such as maritime safety, seafood and aquaculture development, and broadcasting. Meanwhile, the government's broadband rollout initiatives are to receive EUR36.6 million, 13 percent more than they were allocated at this time last year.

Didn't seem to make much difference last year so how will it improve things this year?

It's earmarked for the GDS and broadband for schools projects, from what I've heard.
