I have Eircom ADSL, Irish Broadband, and Clearwire in Bray. If you want to give me a domain name I'll fire off a few pings for you. I would think you will get the most stable service with either Eircom ADSL or BT Ireland ADSL.

    games2.iol.ie: Min 24ms, Max 37ms, Avg 30ms, 0% packet loss

Irish Broadband (3Mbps/3Mbps in your dreams) Breeze:

    193.120.200.50: Min 13ms, Max 288ms, Avg 53ms, 2% packet loss
    games2.iol.ie: Min 12ms, Max 186ms, Avg 20ms, 2% packet loss

    Eircom ADSL (2Mbps/128k):

    193.120.200.50: Min 20ms, Max 43ms, Avg 26ms, 0% packet loss
    games2.iol.ie: Min 22ms, Max 50ms, Avg 27ms, 0% packet loss

If you have a phone line, BT Ireland ADSL is your best bet. Otherwise, Clearwire if you can get it. See their web sites for the various deals and costs. Avoid Irish Broadband like the plague.

Because they're the cheapest ISP that offers a decent service. I haven't used them but many have and they seem to be happy with it, billing issues aside.
