The only such service thats wired is an IP Line.
This leased line will cost you a few Thousand Euro.

Nobody in Ireland offers 2 Megabits Up over any Copper wire or Cable ....save with leased lines as you were told.

Magnet and Smart Telecom do so over fibre in a few modern apartment blocks dotted around Dublin.
