If your going to be running a business your are going to have to get a licence for every game. You dont want to be going to jail no do you.

There is a gaming/internet cafe in galway that i use alot. Its on a large scale. They have over 20 Gaming pc's and about another 20 for internet.

Their phone number is (091) 588710. You could contact them for some info. Im sure they will be willing to help as you are not exactly going to be taking their business
