I have 4 machines running off the net on a router.

One machine when ever they run the webcam it takes all the bandwidth. Is there anyway to stop this? Only seems to be the webcam doing it (Creative Labs webcam).

Webcams would probably use a lot of your bandwith, especially at higher resolutions. You could try lowering the resolution of the webcam, which would free up more speed for the other computers.

if you can reduce the colour depth too.

what compression does it use ? or check for bandwidth settings in the app

Is the webcam uploading the photo to somewhere externally? If so: how?(FTP?)
Is there an option to increase compression on the uploaded photographs (Reduce quality..meh)?
What BBand package do you have?

AFAIK ClarkConnect would do what you want..

Depending upon the router you have you might set the QoS threshold for the port on which the video is broadcast. Cap it something like 32Kbp/s or as the previous post indicated, cut the resolution to something reasonable for webcam (like 320x)

You can use a program called NetLimiter to limit the amount the upload rate of that computer

Ditto |.Murderer.|, NetLimiter will do this for you. Just install it on the computer you want to throttle, it even lets you limit by application or destination IP, etc.
