Line Check - Eircom

I'm moving into a new house soon and I just checked the number that Eircom have given me and I'm getting a 'fail' Anyway, the lines aren't even connected in my estate yet so is this why it's failing? I am in Balrbriggan btw.

Untested lines always show as fail.
