What exactly do they mean by curtailed peak time service ? Does that mean that its running as normal apart from peak times, when there will be less buses...or does it mean that it is ONLY running a peak time service ?

Also, what exactly is peak time ? I need to get a 39 at around 11:00 tomorrow so need to find out!

They're running normally except for peak times. The mentioned routes are mostly operated from other garages such as Phibsboro and Summerhill but Harristown provide extra capacity during peak times.
