    Why does my pc refresh from the top down when I scroll down a web page, I have set the refresh rate to85. Help Thanks Mark

    Sounds like incorrect or even a total lack of Graphics drivers.

    Presuming that you're using Windows..
    Please, ctrl+alt+del and take a Printscreen of the Performance tab.

    Check for updated video card driver..

    What OS?
    What browser?
    What card?

    Try putting the refresh rate down to 60 or so.
