Where do the additional costs come in for isps in increasing speed?

If they stick with the same epuipment then its all a matter of how the epuipment is managed. They might just need to update the software themselves or could need to pay a firm who manages it to do all the updates. Seeing as the current round of updates from eircom are still within adsl 1 id imagine they are still using the same epuipment so its more a case of applying updates and doing tests to make sure they all go to plan. The most cost will come from advertising the new speeds to new and existing customers.

backhaul and transit for ULL players

eircom backhaul plus backhaul plus transit for eircom resellers (I'll let you guess which is the biggest)

You will have customers who will be left behind as their line maxes out due to distance and copper quality. So there is an emotional cost there.
