Photo Editing Question

I have 1.3gigs of photos that I want to edit. All I want to do is reduce the size of the images so that they are all below 1mb. I don't want to touch the files that are already smaller than 1mb. Is there anyway I can do this all at once rather than having to do each photo in ms paint? The photos are all organised into different folders, I'd like to keep the copies that way too and don't want to remove the originals either.

Have a look at FastStone Photo Resizer ... i don't know of any off-hand that will leave files already under 1mb.. unless you go into the scripting side of things..
