ESB Rural v Urban Standing Charge

http://www.esb.ie/main/news_events/press_release266.jsp Seems the ESB have been overcharging customers where they are in a large estate in towns. What I can't find any reference to is what is classed as a rural dwelling and what is classed as urban. Anybody know? John
