Can any body point me in the direction of some information on this.

I need to know what the law says regarding running a business (sole trader) in Ireland, and selling services outside the state, in this case web design. What kind of contracts are used, and whats the story with VAT.

    Any advice appreciated

It's no different really than any other business selling outside the state. You are supposed to charge VAT within the EU at the Irish rate but if a company from another country has a VAT number then you do not need charge VAT.
