    Its probably a genuine sign. sometimes water lies on roads making it dangerous, slippy etc... Oh wait i mean LOL!!!

    Because one would assume that water would land on the ground if it was falling from the sky, it's hardly something that needs to be pointed out in signpost form. It's like putting a sticker saying "Caution: contains nuts" on a packet of peanuts.

    Edit: Yes I know it's more than likely located on a particularly dangerous stretch of road, but if you take it out of context it becomes humourous.
