Is there anywhere you can check the reg of a car to see if it was in a crash?

Here are the contact details for the Irish Insurance Fed. => http://www.cidb.ie/comhairleVCS.nsf/0/17084d95d3ff3e8c80256dea004810ff?OpenDocument

They only deal with the insurance trade, but they may be able to point you in the right direction. Try and find out if there was ever a claim made on the car you will need the Reg No. and/or the chasis number).

Secondly if you know any good panel beater he will be able to tell you if there has been any major repairs done to the car just by having a quick look at it.

    GL.

Girlfriend had her car crashed a couple of months ago, never caught the person that done it, but she didnt claim coz she didnt want it to be down as a crashed car.

If you suspect it to be crashed then just walk away.

    HPI check it.

    That's possible for UK registrations
    eg. https://www.hpicheck.com/consumer/?supplier=

    But what about Irish registrations
how/where would you HPI check (or anything else fancy) them

The only reliable way here is to have someone who knows what they're doing have a look at the car. Even well-executed crash repairs are usually noticeable to the trained eye.
