NTL Upgrading

Hi I heard that NTL are currently working on their network in the Lucan area. Does anyone know when they are likely to be finished? There was also mention that they were going to introduce a new 4Mb package and that the existing packages would be repriced from April 1st. Is this correct? Thanks,
