Perhaps market liberalisation is the problem? Or more precisely: the way in which this liberalisation has been executed.

If improved regulation doesn't sort this mess out perhaps Eircom's network divison should be re-nationalised. If that doesn't work then sell it to someone who gives a legally binding undertaking to unbundle local loops etc.

Perhaps a ten percent of turnover per month fine would do the trick for Eircom? Best kick up the arse plan I've heard so far.
