    The article suggests it is illegal but provides nothing to back it up.

    I have no doubt that eventually the Russians under pressure from western authorities will change their laws to make these sites illegal but for the moment they are NOT illegal.

    Aside from legalaties has anyone noticed the huge difference in sound quality between this one and Itunes for example?

    They ARE illegal as they are not covered by any laws outside of Russia. It's legal to use them from within Russia but they are not legal for use outside of Russia.

    It seems like it has more to do with Russian law than the customer's country's law, but they give the US and The Netherlands as examples of customer countries.
