German internet access use has grown from 55 percent of the population in 2005 to 58 percent now, above the EU 15 average of 49 percent, according to the ICT monitor executed by TNS Infratest and the Institute for Information Economics for the federal ministry of economics and technology. Internet use among German companies is also higher than EU-15 average with 94 percent of companies with more than 10 employees having internet access, compared to 92 percent in the EU 15 countries. The study also found that the number of broadband connections increased 55 percent year-on-year to 10.7 million, driven by DSL, while mobile penetration reached 95 percent, 8 percent more than last year.

The study also found that the broadband penetration among households of 27 percent is much lower the EU-15 average, just as the use of e-government services falls short at 47 percent versus 49 percent. Another point for improvement is the mobile and wireless infrastructure in Germany. For example, the penetration of WLAN hotspots per 100 inhabitants is 10 in Germany and 21 in the UK, while the UMTS penetration of 2.8 percent compares with 17.5 percent in Japan.
