Stamp duty charge on transfering mortgage!

    I just found this while I was looking to see it it was worth my while changing my mortgage type.

    "Stamp duty is applicable at a rate of 0.1% on the full amount
    of your loan only if your new mortgage is greater than
    €254,000. For example, you would have to pay €300 stamp
    duty on a new loan of €300,000."

    I know it is not a massive a mount of money but the goverenment putting a charge on trasferring a mortgage seems anti-competative. Aren't the government trying to increase competativeness?
