Registering username not on memberlist

A friend of mine is trying to register a username and it definitely does not appear on the memberslist but when he tried to he's told it's already in use. Any ideas?

That user may have been banned. Banned users do not show in the members list.

The account is not banned and they are a rescent sign up (April) so we cannot give your friend the account.
