Are IBB blocking/throttling AllOfMp3.com?

Seems very odd that allofmp3.com is so slow, although i admit russia is a long way away. It's taking forever to load even the catalogue pages - are IBB throttling this or does everyone have the same problem? Other russian sites like Pravda seem fine.
