In exceptional cases (such as where one account is used on behalf of an official body and the other on behalf of the person "privately"), two are permitted. However, this practise of trying to get around bans, or to fake agreement with people through duplicate accounts, that's not permitted. Under any circumstances.

From now on, doing so will lead to a temporary ban for the poster involved - further abuses will lead to more severe bans.
