Just go to the guild master in Origammar/Undercity you'll need a few people to sign your guild charter (plus a few gold). I don't know enough about the game to run a guild so it ain't gonna be me.

I'll group up with you tonight.

Bang on, I was thinking of the Tabard. you need a few people to sign your charter, level doesn't matter.
