Vat Question

I am sorry if this has been covered before can someone tell me if an imported car has to be 6 months old AND have 6000km on the clock to avoid paying vat in ireland on entry. Or is one or the other ie... the car is 2 weeks old but has 6000km on the clock therefore it doesnt have to pay vat in ireland aswell. many thanks.
