Need some help with friend's network

My friend has chorus broadband. It is connected to a switch and his PC and his roommates PC are connected to the switch..

They are using dynamic Ip addresses which is weird because there is no router in the modem or the switch.

This setup has always worked fine until recently, when his room-mate is online my friends ping shoots up to 500+ms and he cant game or even chat on googletalk or xfire...

We were going to set up static IP addresses, but when we used ipconfig to find his currently assigned IP its encrypted and there is some sort of tunneling set up?

    Here is a screenshot:

    Thanks,

P.s If anyone has chorus broadband and they are sharing it what setup are they using?

Would a standard router work with whatever protocall chorus use?

Moved to broadband. But it might need to move to net/comms.

Thats an IPv6 ip address, its not encrypted, its supposed to look like that. The Teredo tunnel is used to get ipv6 to work over a normal ipv4 network (Lots of ISP's dont support ipv6 natively).

This must have been setup by your friend at some point, it doesnt just appear.
