It'd help if you gave some details.
    Like what appears? " ? ((double)quote)?
What OS? Assuming Windows XP: Change regional settings from American keyboard to Irish:

Start->Control Panel->Regional and Language settings Settings
Modify all settings under each tab to Irish.

    Under all tabs?
Languages -> Details specifically. Add the Irish layout and remove any that's currently there. Reboot.

You are a legend. Had to delete the old language.

    Cheers
