    No
    You can send and receive PM's at your leisure.
    However, if someone is sending you PM's you don't wish, please let me know.
    People can also be put on your ignore list which means they can't send them to you at all.

    Just remember that the content of PMs is not private in that anyone can/may post up what you send them at any given time, malisciously or otherwise.
