Streaming Video from PC to TV

I would like to watch video (divx, dvd, avi, etc) that’s stored on my pc on my TV (28 widescreen standard tv). I have tried the PVR route with little success - poor picture quality and too noisy. Anyway I am looking at these 2 products that claim to stream video to the TV.
1. Hauppauge Media MPV

Has anyone any experience of these products? Also does anyone know where I can purchases them as I have tried Google and can't find a retailer for them.

I have a scart on my PC so its not a problem just scart to scart, what inputs does your TV take maybe you could get a graphics card to suit direct hook up of your PC and TV
