Another plastering problem

So some of you will be familiar with my problems with my plasterer (and the update is - we're going to court :( While the plastering did the plastering on the outside and it seems to look OK - I notice so black bits - about an inch in diameter. Does anyone know what this is - some bright spark is trying to tell me it's mould but I can't see how it is???
