Loading Delay: Clonking on lonks.

Sometimes when I clonk on a lonk pages load up instantly, in fact most of the time this happens. However, sometimes the page just stays loading forever, and if I clonk on the lonk a second time it will load up instantly. This will happen even if I open a tab and open the link there. The first tab will stay loading and the second will load instantly. I imagine it's some form of extreme packet loss, but is there anything I can do about it?

It happens on both computers and whether I am using the router or not, and I've tried about 6 different DNS servers.
