Irish bb prices, Noel's targets [sbp]

    Louise McBride writes in today's Sunday Business Post about the myth of Ireland's cheap bb prices and comments on Dempsey's bb targets:
    ‘‘....The 400,000 target set by Minister Dempsey for the end of 2006 is a target that was going to be reached [because] it was so unambitious,” said Damien Mulley, chairman of broadband lobby group Ireland Offline.

    ‘‘His predecessor wanted us to be at the EU average in June 2005, and we failed badly to reach this target.”

    There's a nice statement from Isolde on siliconrepublic:
    “If our aim would be to meet if not exceed the European average we would still need to see some real gains.”
    Well it would be worth for Isolde to read the policy direction ComReg got from Ahern, demanding just that.

    A statutory direction from the Miinster to the Commissioners is legally meaningless according to what Comreg told Noel last year . Thats why Isolde said "would" not "must" .

    Dermot Ahern gave her a statutory directive and her legal advice is that she can simply ignore it. Noel accepts that legal advice (which did not originate in his department) and never acknowledges his complete ministerial impotence in public save to mutter about a new act and powers and waffle like that .

    Why do you think that Noel NEVER came up with a policy directive to Comreg under the 2002 Communications Act .....ever ever ever .

    Wonder what the Dail Committee for Communications, who are the statutory 'guardian' of ComReg, have to say to this disregard of the directives?

    Its not quite disregard.

    Comreg have 'legal advice' as to the validity of any Directive by the minister to them under the 2002 act. They flagged this legal advice to the minister. The minister accepted this advice and does not issue directives any more . It is concord rather than disregard as neither Comreg Nor DCMNR seem to believe that these directives have any status.

    The advice came from Comreg or quite possibly eircom . The Dáil committee on Communications has apparently not been informed that an important piece of legislation that THEY consider perfectly valid is considered by many to be DEFECTIVE in some way.

    One wonders :confused: whose duty it is to inform them formally of the legal status of ministerial directives :confused: , you cannot have Sponges in the Dáil ....we leak far too much moisture when under pressure and TV lights :eek:

    But then what has Noel done of substance in the communications area overall? It seems to me that he has mainly just sort of followed the initiatives of his predecessors.
