Strap for top tube?

Hello, I've seen a few of them around town and what I'm trying to look for, is a seemingly velcro type strap that goes around your top tube to which for me will stop my small kryptonite lock from scratching the frame...also does anyone know a good site to check out paganini's? Thanks
