Our local RC school has a quota for non RC children. So the situation can arise where a RC child will be refused in preference to a non RC child. Its really a failure of the govt to provide enough school places thats causing this.

Under the patronage system the government can say that it's up to parents to form a collective with a patron and creat a school and then they will fund it. It'd pretty flawed.
