I have noticed the MCB has a loud humming noise coming from it from time to time. latest example this morning when hardly any demand for power. Its a new house.

    Is this normal?

Do you mean the humming is coming from your fuseboard, or the ESB meter, or the ESB fuses?

Sometimes the bell transformer hums intermittently. Next time it starts humming see exactly where its coming from. The bell transformer will have a bell symbol and something like 12V-8V-0V written on it.

A bad or loose connection causing arcing perhaps ?

If it was an arc caused by a bad connection it would sound much sharper, like a tazer. Occasionally there is a humming sound from our fuse cupboad, in our case it is coming from the meter and it just starts regardless to the demand on power. I would tend to agree that the noise is likly the bell transformer.
