CSS is fantastic - for layouts, for design, for compatability and for accessibilty.

Theres design as you like but the end user can format your text whatever way they want, and content is abstracted from design. Plus its not really much harder than HTML and a whole lot cleaner.

in case nobody's mentioned it, http://www.browsershots.org is useful for testing in different browsers. And yes, CSS is well worth it, especially for applying site-wide changes and transplanting things and adding new elements...
