Is NTL/cable internet service always horrible?

We got NTL broadband into our house last night, the 6mb package, and so far the service has been atrocious - upspeed was barely 256k and downspeed has varied, but it's regularly below 2mb. Internet is also graying or blacking out on a regular basis. Either the whole service will go down for anything up to half an hour, but…
