Landords and registering tenancy

Any know what the deal is re: registering tenancy with Fingal. I know you pay a fee per tenancy, and theres a maxium amount per year, but I've also been told you have to pay per tenancy, so how does this work out if your tenacies are only 6 or 3 months? Do you have to pay twice for that tenancy? I might not be explaining…

Its the www.prtb.ie that do registrations these days.
