ive just read this article http://www.ehow.com/how_2100_clean-bike-chain.html

and this is the last point STEP 9: Be sure to remove all the solvent before you put the chain back on your bike.

But do I not have to oil the chain before I use it on the bike again?

What do you use to lubricate and clean your chain?
If I buy one of those allen key sets I see for sale in the LBS, will it have a link removal tool?

Yeah, remove the solvent, then oil the chain. Not too much oil or all sorts of gunk will stick to the chain.
Most allen key sets are unlikely to have the chain breaker, but some do, though they don't really look very strong. You're better off getting a chain with a powerlink, then you can break them by hand.
