ComReg announced a consultation process on the 4th of April 2006, months ago. This was supposed to end (I think it did) on the 15th of September, and they were to announce the outcome in November.

Well, it's December now, and not a peep. You can find their original "media release" at http://www.comreg.ie/_fileupload/publications/PR040806.pdf

That also explains what "home zone" is. Without going too much into it, it's a service where your mobile doubles as your landline for voice calls while you are in the immediate vicinity of your home. So you'll get a geographic landline number on your mobile, and you can make calls at rates competitive with a standard landline.
