Construction codes and energy assessments

I am trying to find information on standards in Ireland/UK/Europe that are equivalent to what is in the US. I work for a technology company in the US and our software manages capital renewal projects and more recently energy assessment projects for large property holders. Examples would be in commercial real estate, government and education. Check us out if you want http://www.maricortech.com

It looks like we will be doing some business soon in the UK with a partner their. One of the things our software does it allow you to take a building an describe it using standardized codes. We use Uniformat II codes. Here is an example http://www.csinet.org/s_csi/sec.asp?TRACKID=&CID=1379&DID=6022. It's a multi-level coding system that can get pretty detailed. I am trying to find any similar type coding system for Europe or the UK. Anyone got any ideas?

The second piece of information I am trying to find relates to energy assessments. In the US a lightweight energy assessment system called Facility Energy Decision System was developed by a national lab over a number of years. It provides a model that allows you to break down a building into it's different system components, fuels, areas etc and then has an analysis engine that generates suggested retrofits based on certain payback factors. Examples would be to change from oil to gas if it's an available fuel, or increase roof insulation etc. The website is http://www.pnl.gov/feds/. We integrated this with our software and it works well. Are there any such models/system/processes in Europe? One of the cool things about FEDS is it's ability to infer detail data from basic data. As an example based on the year constructed, location and type of building it can infer what heating system, cooling system etc are likely in place. That's the kind of functionality I would like to reproduce for the UK market.

Any help, links etc would be great!

Not the current ones. The Irish people wont allow them to reproduce the new ones on CD
