Roof Felt Torn.

    I went up to the attic today for the yearly chore of hauling down the Christmas decorations. I'm not in the attic too often, but today I noticed that the felt/membrane/sheath that sits over the rafters and under the tiles is torn. I can see the underside of the roof tile. The whole area seems dry so there's no immediate panic, but what are the implications of this tear, how would this have happened and how do I go about repairing it?
