Drafts - how do you prevent them?

I'm having problems in a new house with drafts. I've identified the source of some of them but today there seemed to be a draft coming from the boxed-in soilpipe which runs down the hall wall. This soil pipe doesn't seem to have a vent so I don't know how it works but it only drains from the ensuite. How would a draft be…

How would a draft be getting in here? Is there such a thing a 'draft diagnoser' out there? I've had a surveyor look at it in the past to no avail.
