Few Questions on SQL and Apache (Linux)

    Hi Folks, little unsure as to where I should have posted this topic, hope it's the right spot.

    Anyhoo, I have just setup Debian Liux (for the first time) and I need a little help with SQL and Apache.

    The first one is I setup a new Database but I have absolutely no idea how to create a new user and assign privs to that DB.

    The second thing is, I have installed phpmyadmin however when I navigate to my webroot/phpmyadmin directory I get a permission denied error?? everything seems to work e.g index.html displays and I know PHP is working as well.

    I've only built this box to to play with Linux so i'm totally novice.
