So in "The best of both worlds", Wesley develops a chip that will randomly change phaser frequencies, so they can take out the Borg at will. How come this isn't used in other ST Franchises? And it never seems to be used after this episode either. Were the writers lazy?

I think it was used since, but it wasn't perfect afair and the Borg could still adapt.

Was it not Worf who upped the power of the phasers to last a one or two shots (or something) before the Borg would adapt in First Contact?
