Trickle flow vents

    If new windows let in alot of noise and air could this be due to the trickle flow vents? I can get my fingers into mine and the cover is a hinged metal flap which pivots at the bottom and doesn't properly seal the opening. I've looked at someone elses and they have the same set-up but the actual slots drilled through the frame to create the vent are actually alot smaller.

    Would this have a bearing on noise and airflow? Is there an industry standard / building regs / Irish Agrement Board specification on the size of trickle flow openings?

    Thinking on about this, I remember years ago seeing perforated rubber or spoge in trickle flow vents which had the effect of diffusing the flow of air.
    It would probably breach building regs. but I would just remove it when selling the house.
    Does anyone know where I can get this from
