    It was a leftover stage of the rocket that put a French satellite in orbit on 27th December.

    Of course, its a practical attempt at minimizing space debris. The rocket is no longer needed as the package is released at the specified coordinates so that it will fall into a specific orbit around the planet. The expended rocket was deliberately ment to burn up in the atmosphere as it fell back to earth on an uncontrolled re-entry.
